There could be several different reasons for payment being declined.
If your debit or credit card was declined, check to see if:
Your card company or bank has more information - Call the phone number at the back of your credit or debit card for this international transaction to go through. Your bank or financial institution is aware of this common issue.
Your card is expired or out of date - ensure that your card is still valid.
Your card does not have enough funds - ensure that your card has sufficient funds to pay for the transaction.
You have chosen wrong card issuer country - ensure that you have chosen the correct country in PayPal payment window. For example, if your debit or credit card was issued by a United States bank then you must choose United States.
