Do Cruise Ship travelers need a New Zealand eTA (NZeTA)?

Everybody coming on a cruise ship is required to apply for New Zealand eTA Application. While only 60 countries are eligible for New Zealand eTA if arriving by air but that is not the case for arrival by Cruise. Regardless of the nationality, every passenger on a cruise ship is eligible to apply for a New Zealand eTA (NZeTA).
